I met a community member that I hadn't seen for over 7 years but recognised me straight away. It is funny how I seem to know people and they remember how a town in America dealt with the missile throwing on a bus driver last week.
The suggestin was to simply intro Community Policing where groups of people become vigilantes, policing the community and holding down crime victims until the police arrive - apparently they cleaned up0 the streets and it worked!
